一、項(xiàng)目概況

1.1項(xiàng)目背景
Project Background
廣州新中軸海珠片區(qū)改造，是落實(shí)廣州三軸融合戰(zhàn)略，強(qiáng)化世界級(jí)城市核心服務(wù)功能，提升中心城區(qū)魅力名片的重要抓手。本次競(jìng)賽范圍“三滘村和東風(fēng)村”位于新中軸海珠段中南部，地處中大國(guó)際創(chuàng)新生態(tài)谷核心區(qū)域，是體現(xiàn)城央生態(tài)價(jià)值的重要區(qū)域。本次競(jìng)賽將征集具有前瞻性與創(chuàng)新性的城市設(shè)計(jì)理念和符合廣州新中軸海珠片區(qū)特色的城市設(shè)計(jì)方案及概念建筑設(shè)計(jì)方案，對(duì)廣州新中軸海珠片區(qū)進(jìn)行整體性研究，全面提升片區(qū)規(guī)劃能級(jí)，進(jìn)一步細(xì)化該片區(qū)規(guī)劃建設(shè)要求，優(yōu)化功能業(yè)態(tài)布局，服務(wù)片區(qū)開發(fā)建設(shè)及城市運(yùn)營(yíng)，實(shí)現(xiàn)將廣州新中軸海珠段打造成為集時(shí)尚消費(fèi)、生態(tài)文旅、科創(chuàng)總部為一體的世界級(jí)城市會(huì)客廳的目標(biāo)。
The renovation of the Haizhu section along the Guangzhou's New Central Axis serves as a crucial initiative to implement the city's "Three-Axis Integration" strategy, strengthen core services for a world-class metropolis, and elevate the charm of the central urban area. The competition focuses on "Sanjiao Village and Dongfeng Village" located in the central-southern part of the Haizhu section, situated within the core zone of the Zhongda International Innovation Eco-Valley. This area represents a vital ecological asset in Guangzhou's urban center. The competition seeks forward-looking and innovative urban design concepts and proposal, along with conceptual architectural design proposals aligned with research area. It aims to conduct holistic research on the Haizhu section, comprehensively enhance regional planning capabilities, refine construction requirements, optimize functional and business layouts, and support urban development and operations. The ultimate goal is to transform the Haizhu section of Guangzhou's New Central Axis into a world-class urban reception hall integrating fashion commerce, eco-tourism, and innovation headquarters.
1.2設(shè)計(jì)任務(wù)
Design Tasks
本次競(jìng)賽兩個(gè)層次展開，分別為整體策劃及城市設(shè)計(jì)范圍、建筑設(shè)計(jì)范圍。
The work of the Competition is divided into two tiers: Strategic Planning and Urban Design Scope, Conceptual Architectural Design Scope.
（1）整體策劃及城市設(shè)計(jì)范圍
Strategic Planning and Urban Design Scope
根據(jù)上層次空間規(guī)劃、產(chǎn)業(yè)規(guī)劃及設(shè)計(jì)要點(diǎn)開展片區(qū)整體策劃及城市設(shè)計(jì)，提出符合廣州新中軸城市形象、體現(xiàn)“商業(yè)+生態(tài)/文化+社區(qū)”特征的區(qū)域發(fā)展策略及城市設(shè)計(jì)方案，明確片區(qū)定位、產(chǎn)業(yè)門類、產(chǎn)業(yè)布局、空間形象、慢行體系、建設(shè)時(shí)序、運(yùn)營(yíng)思路等。
The main work content is to conduct comprehensive district strategic planning and urban design based on upper-level spatial planning, industrial strategies, and design guidelines, proposing regional development strategies and urban design proposal that align with Guangzhou’s New Central Axis identity while incorporating the integrated characteristics of "commerce + ecology/culture + community". This will clarify the district’s positioning, key industries, spatial allocation of sectors, urban aesthetics, pedestrian and cycling networks, phased construction timelines, and operational frameworks..

Conceptual Architectural Design Scope
在整體策劃及城市設(shè)計(jì)方案基礎(chǔ)上，開展海珠湖周邊用地建筑概念方案設(shè)計(jì)。設(shè)計(jì)方案要求呼應(yīng)海珠湖及周邊生態(tài)環(huán)境特征，落實(shí)公共、公益類設(shè)施相關(guān)建設(shè)要求，并以核心地段各地塊主導(dǎo)功能為依據(jù)，細(xì)化城市空間形態(tài)與功能業(yè)態(tài)，鼓勵(lì)提出空間與各類業(yè)態(tài)的復(fù)合利用模式，提供人性化生活服務(wù)，激發(fā)創(chuàng)新創(chuàng)業(yè)活力，打造高效共享的品質(zhì)高地。
The main work content is to conduct the conceptual architectural design for the area around Haizhu Lake, building upon the comprehensive district strategic planning and urban design proposals. The conceptual architectural design scheme should harmonize with the ecological and environmental characteristics of Haizhu Lake and its surroundings. And also it is required to strictly implement the relevant design requirements for public and welfare facilities. Based on the dominant functions of each land parcel in the core area, the designers should refine the urban spatial form and functional business formats, propose the scheme of compound utilization of space for various business formats. The aim of this part of work is to provide people friendly service for living, stimulate innovation and entrepreneurship vitality, and create a high-quality area featuring high efficiency and sharing.

三 報(bào)名要求
Registration Requirements
3.1本次競(jìng)賽不設(shè)資質(zhì)要求，采用公開報(bào)名的方式，國(guó)內(nèi)外具有豐富城市設(shè)計(jì)、建筑設(shè)計(jì)、產(chǎn)業(yè)定位咨詢經(jīng)驗(yàn)的機(jī)構(gòu)、團(tuán)隊(duì)均可報(bào)名參賽。不接受個(gè)人及個(gè)人組合報(bào)名，允許聯(lián)合體形式參加，以聯(lián)合體參與的應(yīng)征機(jī)構(gòu)成員不得超過(guò)3家，且需明確牽頭單位。
The Competition has no qualification requirements and adopts an open application process. Domestic and international institutions/teams with substantial experience in urban design, architectural design, and industrial positioning consulting are eligible to participate. Individuals not associated with a company will not permitted to register. Consortium participation is permitted, provided that a consortium shall comprise no more than 3 member entities. Consortium should identify a designated lead entity.
3.2應(yīng)征機(jī)構(gòu)（聯(lián)合體）必須具有合法注冊(cè)且處于有效期內(nèi)的營(yíng)業(yè)執(zhí)照或合法證明。法定代表人為同一人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名參賽。
All participating entities/consortiums must have been legally and effectively incorporated at their domiciles. Legal entities sharing the same legal representative, as well as parent companies, their wholly-owned subsidiaries, and controlled companies, are prohibited from registering concurrently for the competition.
3.3應(yīng)征機(jī)構(gòu)（聯(lián)合體）及相關(guān)設(shè)計(jì)團(tuán)隊(duì)需具備以下同類型項(xiàng)目設(shè)計(jì)經(jīng)驗(yàn)：
Participating entities/consortiums and their core design teams must demonstrate prior design experience in the following types of projects:
·具有國(guó)內(nèi)一線城市或國(guó)際知名大都市重點(diǎn)片區(qū)（規(guī)模大于2平方公里，業(yè)態(tài)復(fù)合高密度片區(qū)）的城市設(shè)計(jì)經(jīng)驗(yàn)；
Demonstrated experience in urban design for key urban districts (large-scale areas exceeding 2km2 with high-density mixed-use developments) in domestic Tier 1 cities or internationally renowned metropolises;
·具有產(chǎn)業(yè)定位策劃及商業(yè)辦公等綜合業(yè)態(tài)定位策劃經(jīng)驗(yàn)，且具有實(shí)際落地案例。
Proven expertise in industrial positioning planning and mixed-use development strategies
(e.g., commercial, office, and integrated formats), supported by successfully implemented projects;
·具有城市濱水重點(diǎn)地段標(biāo)志性建筑、公共空間等相關(guān)設(shè)計(jì)經(jīng)驗(yàn)。
Portfolio showcasing design experience in iconic buildings and public spaces for key urban waterfront zones.
四 競(jìng)賽規(guī)則
Participation
4.1本次競(jìng)賽分為二個(gè)階段：第一階段為資格預(yù)審；第二階段為方案評(píng)審。
The competition is structured into two phases: Pre-Qualification and Design Proposal Evaluation.
4.2第一階段-資格預(yù)審
Phase 1: Pre-Qualification
資格預(yù)審委員會(huì)對(duì)應(yīng)征機(jī)構(gòu)的履歷、行業(yè)聲譽(yù)、相關(guān)業(yè)績(jī)和經(jīng)驗(yàn)、獲獎(jiǎng)情況、概念提案等進(jìn)行綜合評(píng)審，評(píng)選出3家入圍設(shè)計(jì)機(jī)構(gòu)（無(wú)排序）進(jìn)入第二階段（方案評(píng)審）。同時(shí)，評(píng)選出2家備選設(shè)計(jì)機(jī)構(gòu)（有排序），如有入圍設(shè)計(jì)機(jī)構(gòu)退出，則由備選設(shè)計(jì)機(jī)構(gòu)按排序替補(bǔ)。同時(shí)，接受備選單位無(wú)償參加競(jìng)賽，無(wú)償參賽單位根據(jù)成果情況，可頒發(fā)獲獎(jiǎng)證書，并酌情考慮項(xiàng)目后續(xù)合作機(jī)會(huì)。以上入圍及備選設(shè)計(jì)機(jī)構(gòu)名單將予以公示。
The Pre-Qualification Committee will conduct a comprehensive evaluation of the applicant entities’ qualifications, reputation, relevant achievement and experience, awards and honors, concept proposal. The top 3 applicants (in non-ranked order) will advance to Phase2 (Design Proposal Evaluation). The 4th and 5th applicants will be selected as alternate candidates. In the event of withdrawal by a shortlisted entity, the alternate candidates shall substitute in the order of their ranking. Alternate candidates may participate in the competition on a pro bono basis. Pro bono participants may receive an award certificate based on submission quality and be considered for future collaboration opportunities at the organizer’s discretion. The final list of shortlisted and alternate entities will be publicly announced.
資格預(yù)審報(bào)名文件內(nèi)容須按以下順序進(jìn)行編輯，并制作目錄：
All application documents must be compiled in the following order and include a table of contents:
1.設(shè)計(jì)機(jī)構(gòu)信息表：原件，加蓋公章和法人簽字，聯(lián)合體報(bào)名的需加蓋聯(lián)合體所有成員單位公章和法人簽字。
Design Entity Information Form: Original copy, stamped with the official seal and signed by the legal representative. For consortium submissions, all members must affix their seals and signatures
2.應(yīng)征報(bào)名函：原件，加蓋公章和法人簽字，聯(lián)合體報(bào)名的需加蓋聯(lián)合體所有成員單位公章和法人簽字。
Letter of Application: Original copy, stamped with the official seal and signed by the legal representative. For consortium submissions, all members must affix their seals and signatures.
3.聯(lián)合體協(xié)議（如需）：聯(lián)合體報(bào)名的必須提供原件，并明確牽頭單位，以及方案評(píng)審階段中聯(lián)合體各方的權(quán)益份額及工作內(nèi)容。加蓋聯(lián)合體所有成員單位公章和法人簽字。
Consortium Agreement (if applicable): Only applicable to consortium applicants and must be signed and stamped by all members. Designated lead member, equity shares and scope of work for each consortium member during the proposal evaluation phase should be specified.
4.應(yīng)征機(jī)構(gòu)基本情況簡(jiǎn)介：含參賽申請(qǐng)機(jī)構(gòu)簡(jiǎn)介、公司規(guī)模及相關(guān)項(xiàng)目經(jīng)驗(yàn)簡(jiǎn)述等。聯(lián)合體報(bào)名的，聯(lián)合體各方均需單獨(dú)填寫。
Entity Profile: Brief introduction to the applicant (including company size and relevant project experience). Each consortium member must submit a separate profile.
5.有效的營(yíng)業(yè)執(zhí)照（或商業(yè)登記證明）復(fù)印件：加蓋公章。聯(lián)合體各方均需提供，加蓋所對(duì)應(yīng)的公司公章。
Valid Business License/Commercial Registration Certificate: All consortium members must provide copies, stamped with the official seal.
6.法定代表人身份證明書及法定代表人授權(quán)委托書（如有）：原件，附法定代表人身份證明復(fù)印件，加蓋公章，聯(lián)合體各方需單獨(dú)提供。附被委托人身份證明復(fù)印件，設(shè)計(jì)機(jī)構(gòu)根據(jù)實(shí)際情況提供。
Legal Representative Identity Documents and Power of Attorney (if applicable): Original copy, attach a copy of the legal representative’s ID, stamped with the official seal. Each member of a consortium must provide individual copies. Certified copies of the authorized delegate's identity proof as applicable, to be provided by the design entities based on actual circumstances
7.領(lǐng)銜設(shè)計(jì)師在職證明及全程參與承諾函：原件，附領(lǐng)銜設(shè)計(jì)師身份證明復(fù)印件，加蓋公章。
Lead Designer's Employment Certificate and Commitment Letter of Full Participation: Original copy, attach a certified copy of the Lead Designer’s ID stamped with the official seal.
8.企業(yè)相關(guān)資質(zhì)證明文件復(fù)印件（如有）：加蓋公章。聯(lián)合體各方均可提供，加蓋所對(duì)應(yīng)的公司公章。
Corporate Qualification Certificates (if applicable): Copies may be submitted by any consortium member, and stamped with the official seal.
9.應(yīng)征機(jī)構(gòu)項(xiàng)目業(yè)績(jī)：應(yīng)征機(jī)構(gòu)（含聯(lián)合體）應(yīng)具備《招標(biāo)文件》“三、報(bào)名要求”中“3.3”的相關(guān)項(xiàng)目經(jīng)驗(yàn)。業(yè)績(jī)應(yīng)充分體現(xiàn)應(yīng)征機(jī)構(gòu)的設(shè)計(jì)水平、創(chuàng)意能力。需提供契合本項(xiàng)目要求的經(jīng)驗(yàn)業(yè)績(jī)證明，每種類型項(xiàng)目業(yè)績(jī)數(shù)量不超過(guò)3項(xiàng)，超過(guò)3項(xiàng)的，只取前3項(xiàng)。若同一項(xiàng)目業(yè)績(jī)滿足公告文件中兩種及以上類型項(xiàng)目經(jīng)驗(yàn)要求的，則該項(xiàng)目業(yè)績(jī)可重復(fù)作為相應(yīng)類型的業(yè)績(jī)予以認(rèn)定。
Project Portfolio: The applicants (including consortiums) must demonstrate compliance with Section 3.3 (“Eligibility Criteria”) of the Announcement Document. The applicants should submit up to 3 projects per each category of project experience that reflect the applicant’s design expertise and innovation capability. Excess entries will be truncated. If a single project’s qualifications meet the requirements for two or more categories of project experience specified in this Announcement Documents, it may be recognized as valid experience under each applicable category.
·應(yīng)征機(jī)構(gòu)項(xiàng)目設(shè)計(jì)經(jīng)驗(yàn)業(yè)績(jī)：
Each project information entry should include:
1）項(xiàng)目名稱、地點(diǎn)、規(guī)模、甲方信息、設(shè)計(jì)時(shí)間、設(shè)計(jì)內(nèi)容，以及包含以上信息及簽訂時(shí)間、簽字頁(yè)的設(shè)計(jì)合同關(guān)鍵頁(yè)掃描件；
Project name, location, scale, client information, design period, scope, and scanned key contract pages (showing signing date and signature pages);.
2）項(xiàng)目實(shí)施情況說(shuō)明，附建成照片或主要效果圖（如項(xiàng)目在建），策劃類項(xiàng)目說(shuō)明產(chǎn)業(yè)實(shí)際招商情況、運(yùn)營(yíng)效果；
Implementation status with photos (for completed projects) or renderings (for ongoing projects). Actual investment attraction status and operational performance for industrial planning projects；
3）上述業(yè)績(jī)所獲獎(jiǎng)項(xiàng)證明。
Certification of awards or recognitions received for the project.
10.領(lǐng)銜設(shè)計(jì)師（限1人）情況及業(yè)績(jī)表：優(yōu)先提供符合《規(guī)則文件》“三、報(bào)名要求”中“3.3”類型項(xiàng)目的領(lǐng)銜設(shè)計(jì)師的業(yè)績(jī)證明，或提供應(yīng)征機(jī)構(gòu)認(rèn)為契合本次競(jìng)賽項(xiàng)目類型需求的業(yè)績(jī)證明，領(lǐng)銜設(shè)計(jì)師每種項(xiàng)目類型的業(yè)績(jī)數(shù)量不超過(guò)3項(xiàng)，超過(guò)3項(xiàng)的，只取前3項(xiàng)。
Lead Designer Portfolio（Single Person Limit）: Priority given to projects aligning with Section 3.3. Alternatively, submitted projects are deemed relevant by Organizer as to the Competition. Lead Designer’s portfolio is limited to 3 entries per each category of project experiences. Excess entries truncated.
·領(lǐng)銜設(shè)計(jì)師的業(yè)績(jī)材料：
Each project information entry should include:
1）項(xiàng)目名稱、地點(diǎn)、規(guī)模、甲方信息、設(shè)計(jì)時(shí)間、設(shè)計(jì)內(nèi)容；
Project name, location, scale, client information, design period, scope;
2）項(xiàng)目實(shí)施情況說(shuō)明，附建成照片或主要效果圖（如項(xiàng)目在建），產(chǎn)業(yè)策劃類項(xiàng)目說(shuō)明產(chǎn)業(yè)實(shí)際招商情況、運(yùn)營(yíng)效果；
Implementation status with photos (for completed projects) or renderings (for ongoing projects). Actual investment attraction status and operational performance for industrial planning projects.
3）個(gè)人所獲國(guó)家、國(guó)際、省、市級(jí)獎(jiǎng)項(xiàng)，以及近三年在國(guó)內(nèi)一線及以外城市設(shè)計(jì)競(jìng)賽中獲得一等獎(jiǎng)等情況。
Certification of national, international, provincial, and municipal awards received, along with first prizes won in design competitions in first-tier and non-first-tier cities in China over the past three years by the designer.
11.設(shè)計(jì)機(jī)構(gòu)認(rèn)為有幫助的其他資料。
Additional Supporting Materials: Submitted at the applicant’s discretion.
12. 概念提案
Concept proposal
概念提案應(yīng)以A4規(guī)格按順序編排，橫版，總頁(yè)數(shù)不超過(guò)15頁(yè)（頁(yè)數(shù)限制不含封面封底扉頁(yè)和目錄）。概念提案可采用多種形式表達(dá)設(shè)計(jì)構(gòu)思與想法，獨(dú)立成章，圖文混排，需體現(xiàn)設(shè)計(jì)團(tuán)隊(duì)對(duì)本競(jìng)賽項(xiàng)目的理解。主要內(nèi)容包括：
The concept proposal is required to be in A4 size in proper order, horizontal orientation feature soft covers, and contain no more than 15 pages (excluding the front cover, back cover, title page and table of contents page). A variety of forms may be adopted for the representation of design concepts and ideas in the concept proposal, which may have independent chapters and a mixed layout of images and text, and shall reflect the design team's understanding of the Project. Key components include:
(1)針對(duì)片區(qū)研究范圍，基于對(duì)區(qū)域發(fā)展條件和未來(lái)發(fā)展趨勢(shì)的分析，初步研判提出片區(qū)發(fā)展的整體定位及產(chǎn)業(yè)功能。
Based on analysis of the regional development conditions and future trends, propose preliminary overall development positioning and industrial functional framework for the district.
(2)提出片區(qū)重點(diǎn)解決問(wèn)題，提出解決思路、方法或可借鑒模式及初步的設(shè)計(jì)理念，不需提供具體設(shè)計(jì)方案。
Identify critical issues within the study area and present solution frameworks, reference models, or preliminary design philosophies. Detailed design solutions are not required at this stage.
(3)制定技術(shù)路線，對(duì)競(jìng)賽最終成果構(gòu)成進(jìn)行預(yù)設(shè)，同時(shí)提出合理的團(tuán)隊(duì)及工作組織安排建議。
Define a technical path for the project, including anticipated final deliverables for the competition. Propose a rational work plan and team organization structure to ensure effective execution.
13.報(bào)名機(jī)構(gòu)一覽表：原件，加蓋公章。聯(lián)合體形式參加的，加蓋牽頭單位公章。
Summary of Participating Institutions' Performance: Original copy, stamped with the official company seal. For consortium submissions, the lead entity’s seal must be applied.
4.3第二階段-方案評(píng)審
Phase 2: Design Proposal Evaluation.
承辦單位與入圍遞交《參賽確認(rèn)函》的應(yīng)征機(jī)構(gòu)簽訂參賽協(xié)議、保密協(xié)議后，將提供詳細(xì)的《設(shè)計(jì)任務(wù)書》及相關(guān)設(shè)計(jì)基礎(chǔ)資料并組織答疑。如入圍設(shè)計(jì)機(jī)構(gòu)在遞交《參賽確認(rèn)函》截止時(shí)間前退出，則由備選設(shè)計(jì)機(jī)構(gòu)按公示的名單排序替補(bǔ)。
Upon receiving the Confirmation of Participation from shortlisted entities, the Organizer will execute a Participation Agreement and Non-Disclosure Agreement (NDA) with the shortlisted entities, and provide a detailed Work Task Book and relevant data, followed by a Q&A session to address technical inquiries. If a shortlisted entity withdraws before the Confirmation of Participation deadline, the highest-ranked alternate candidate from the pre-announced list will substitute.
入圍設(shè)計(jì)機(jī)構(gòu)按相關(guān)規(guī)定及《設(shè)計(jì)任務(wù)書》要求遞交設(shè)計(jì)成果文件。每個(gè)設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）僅可遞交一個(gè)方案。遞交的設(shè)計(jì)文件須符合《設(shè)計(jì)任務(wù)書》中所規(guī)定的格式、數(shù)量和深度要求。設(shè)計(jì)機(jī)構(gòu)所遞交的文本、圖紙展板、電子文件等設(shè)計(jì)文件須密封包裝。
Shortlisted entities must submit design deliverables strictly complying with the Work Task Book and applicable regulations. Only one submission per entity/consortium is permitted. Deliverables (including texts, drawings, panels, and digital files) must adhere to format, quantity, and depth specifications outlined in the Work Task Book. All materials must be submitted in sealed packaging to ensure confidentiality.
評(píng)審專家委員會(huì)對(duì)參賽單位的設(shè)計(jì)成果進(jìn)行評(píng)審，應(yīng)征機(jī)構(gòu)需攜帶城市設(shè)計(jì)范圍實(shí)體模型進(jìn)行方案展示，領(lǐng)銜設(shè)計(jì)師須匯報(bào)方案并回答方案評(píng)審委員會(huì)的提問(wèn)（具體方式及細(xì)節(jié)屆時(shí)統(tǒng)一通知）。評(píng)審過(guò)程中發(fā)現(xiàn)的問(wèn)題和產(chǎn)生的糾紛，由評(píng)審委員會(huì)討論裁決。
The Evaluation Committee will assess submissions. Shortlisted institutions must present their proposals using a physical scale model of the urban design scope. Lead Designers must present their proposals and respond to inquiries during the evaluation (specific format and details will be notified separately). Disputes or non-compliance issues identified during evaluation will be resolved through committee deliberation.

4.5無(wú)效資格預(yù)審報(bào)名文件及方案評(píng)審成果
Invalid Submissions and Disqualification
1.資格預(yù)審報(bào)名文件或方案評(píng)審成果如若被2/3 以上的評(píng)審委員會(huì)成員認(rèn)為有下列情況之一的，將被視為無(wú)效：
A submission (pre-qualification documents or proposals) shall be deemed invalid if two-thirds or more of the Evaluation Committee members determine any of the following:
a.資格預(yù)審報(bào)名文件或方案評(píng)審成果逾期送達(dá)；
Late submission of pre-qualification documents or proposals;
b.資格預(yù)審報(bào)名文件或方案評(píng)審成果遞交后，更改文件相應(yīng)內(nèi)容；
Post-submission alterations to the content of submitted documents
c.資格預(yù)審報(bào)名文件或方案評(píng)審成果文件正本沒(méi)有按要求簽字、蓋章，聯(lián)合體報(bào)名的，未提供《聯(lián)合體協(xié)議》；
Missing signatures, seals, or Consortium Agreements (for consortium submissions) on the original documents;
d.其他無(wú)效情形，由評(píng)審委員會(huì)成員認(rèn)定。
Other disqualifying circumstances determined by the Evaluation Committee.
2.方案評(píng)審成果如若經(jīng)方案評(píng)審委員會(huì)半數(shù)及以上評(píng)委認(rèn)定有下列情況之一的，將被視為無(wú)效：
A proposal shall be deemed invalid if half or more of the Evaluation Committee members identify any of the following:
a.方案評(píng)審成果不符合《設(shè)計(jì)任務(wù)書》要求，包括成果內(nèi)容不全的情況；
Non-compliance with the Work Task Book, including incomplete deliverables;
b.方案評(píng)審成果非原創(chuàng)、已經(jīng)發(fā)表過(guò)、與其它設(shè)計(jì)方案雷同的；
Lack of originality, prior publication, or substantial similarity to other submissions;
c.方案評(píng)審成果范圍及深度未達(dá)到《設(shè)計(jì)任務(wù)書》要求的。
Insufficient work scope or depth relative to the Work Task Book.
3.無(wú)效方案評(píng)審成果由應(yīng)征機(jī)構(gòu)在收到通知后的7日內(nèi)取回，承辦單位不予支付任何獎(jiǎng)金，逾期未取的無(wú)效方案評(píng)審成果，由承辦單位作報(bào)廢處理。
Disqualified entities must retrieve invalid submissions within 7 calendar days of notification. No compensation will be provided for invalid submissions. Submissions not retrieved within the timeframe will be disposed of by the Organizer.
4.出現(xiàn)以下情形之一的，承辦單位有權(quán)否決全部方案競(jìng)賽，廢止項(xiàng)目服務(wù)活動(dòng)：
The Organizer reserves the right to terminate the competition and void all submissions under the following circumstances:
a. 符合條件的資格預(yù)審應(yīng)征機(jī)構(gòu)或作出實(shí)質(zhì)響應(yīng)并提交方案評(píng)審成果的應(yīng)征機(jī)構(gòu)不足三家（已遞交《參賽確認(rèn)函》的應(yīng)征機(jī)構(gòu)中途退出或最終放棄參與且承辦單位已決議不再中途增加替補(bǔ)設(shè)計(jì)機(jī)構(gòu)的情形除外）；
Fewer than three qualified pre-qualified entities or valid proposal submissions (excluding cases where shortlisted entities withdraw after submitting the Confirmation of Participation and the Organizer has resolved not to substitute alternates);
b.方案競(jìng)賽任務(wù)因不可抗力取消；
Cancellation due to force majeure;
c.出現(xiàn)影響方案競(jìng)賽公平、公正的違法、違規(guī)行為；
Illegal or non-compliant acts compromising fairness;
d.其他承辦單位認(rèn)為需要否決或廢止的情況。
Other situation deemed sufficient by the Host..
五 競(jìng)賽獎(jiǎng)金
Prize Money and Payment
5.1 獎(jiǎng)金
Prize Money
根據(jù)評(píng)審委員會(huì)對(duì)提交的設(shè)計(jì)方案進(jìn)行評(píng)審及排名，參賽機(jī)構(gòu)（聯(lián)合體視為一家參賽機(jī)構(gòu)）將獲得獎(jiǎng)金如下：
Based on the Evaluation Committee’s evaluation and ranking of the submitted design proposals, the participants (a consortium will be deemed one participant) will receive the following prize money:
一等獎(jiǎng) 1 名，獎(jiǎng)金 250 萬(wàn)元，頒發(fā)獲獎(jiǎng)證書。
二等獎(jiǎng) 1 名，獎(jiǎng)金 120 萬(wàn)元，頒發(fā)獲獎(jiǎng)證書。
三等獎(jiǎng) 1 名，獎(jiǎng)金 80萬(wàn)元，頒發(fā)獲獎(jiǎng)證書。
First Prize (1 Winner): RMB 2,500,000 (tax-inclusive), awarded with a Certificate of Excellence.
Second Prize (1 Winner): RMB 1,200,000 (tax-inclusive), awarded with a Certificate of Excellence.
Third Prize (1 Winner): RMB 800,000 (tax-inclusive), awarded with a Certificate of Excellence.
由承辦方委托的技術(shù)服務(wù)單位整合深化，形成整體策劃和綜合設(shè)計(jì)最終成果。承辦方后續(xù)將組織不超過(guò)3次工作坊(每次不超過(guò)二天），3家獲獎(jiǎng)機(jī)構(gòu)需派領(lǐng)銜設(shè)計(jì)人員參加。
The Organizer’s designated technical service provider will integrate and refine the submissions to develop a holistic planning strategy and final comprehensive design deliverables. Subsequently, the Organizer will organize up to 3 workshops (each lasting no more than two days), and all three winning entities required to dispatch the Lead Designers to participate.
5.2 支付方式
Payment
本次競(jìng)賽的獎(jiǎng)金以人民幣支付, 收款主體須為境內(nèi)設(shè)計(jì)機(jī)構(gòu)（須滿足國(guó)內(nèi)的納稅主體要求），提供符合承辦單位要求的中國(guó)國(guó)內(nèi)完稅發(fā)票。所獲競(jìng)賽獎(jiǎng)勵(lì)費(fèi)用產(chǎn)生的任何稅費(fèi)由方案設(shè)計(jì)機(jī)構(gòu)自理，相關(guān)費(fèi)用在各階段結(jié)果確認(rèn)后支付。
The competition awards will be disbursed in Chinese Renminbi (RMB). The payee must be a domestic design entity (subject to China’s tax compliance requirements) and provide tax-compliant invoices issued within China, meeting the Organizer’s specifications. All tax liabilities arising from award payments shall be the sole responsibility of the design entity. Payments will be made after confirmation.
若支付對(duì)象是聯(lián)合體的，承辦單位向聯(lián)合體協(xié)議確定的收款單位賬號(hào)支付。
For consortium submissions, payments will be transferred to the bank account designated in the Consortium Agreement.
5.3 其他
Additional Provisions
1．應(yīng)征機(jī)構(gòu)在競(jìng)賽期間的一切安全責(zé)任、費(fèi)用(含差旅住宿費(fèi))均由應(yīng)征機(jī)構(gòu)自理。
Participating entities bear sole responsibility for all safety obligations and costs (including travel and accommodation expenses) incurred during the competition.
2．若應(yīng)征機(jī)構(gòu)遞交的方案評(píng)審成果存在本規(guī)則第四條第5款規(guī)定的無(wú)效情形，或承辦單位否決全部方案競(jìng)賽、廢止項(xiàng)目服務(wù)活動(dòng)的，承辦單位有權(quán)不支付任何競(jìng)賽獎(jiǎng)勵(lì)費(fèi)用。期間產(chǎn)生的費(fèi)用均由應(yīng)征機(jī)構(gòu)自行承擔(dān)。
The Organizing Authority reserves the right to withhold all award payments if a submission falls under the invalid criteria defined in Section 4.5, or the Competition is terminated under Section 4.5.4 (voiding all submissions). All associated costs incurred during such scenarios shall be borne solely by the participating entities.

6.1 語(yǔ)言
Language
資格預(yù)審報(bào)名文件內(nèi)容如為非中文的需同時(shí)提供中文翻譯,相關(guān)證明文件需翻譯關(guān)鍵信息。若中文及外語(yǔ)表達(dá)出現(xiàn)不一致的情況，以中文為準(zhǔn)。
All non-Chinese content in pre-qualification submissions must include a Chinese translation. In case of discrepancies, the Chinese version prevails.
6.2 蓋章要求
Sealing and Signing Requirements
1.以聯(lián)合體形式應(yīng)征的:
For Consortiums
a.資格預(yù)審報(bào)名文件中“應(yīng)征報(bào)名函”、“聯(lián)合體協(xié)議”需聯(lián)合體所有成員簽字蓋章。
Letter of Application and Consortium Agreement must be signed and stamped by all members.
b.所提供的各類證明材料復(fù)印件，聯(lián)合體各方應(yīng)在各自的證明材料復(fù)印件上加蓋公章;
Copies of supporting documents must be individually stamped by each consortium member;
c.其余文件均可由聯(lián)合體牽頭單位蓋章;
Other documents may be stamped by the lead member only;
2.資格預(yù)審報(bào)名文件的正本需按照上述要求蓋章，每頁(yè)加蓋公章或加蓋騎縫章。
Each page of the original submission must be stamped with an official seal or seam-sealed (continuous stamp across pages).
3.所有要求蓋章、簽字處均接受鮮章、電子簽章、電子簽名。
Physical seals, electronic seals, or digital signatures are permitted for required stamps/signatures.

1 套正本及7套副本，正本文件需滿足資格預(yù)審申請(qǐng)文件的蓋章要求，接受電子章及鮮章。副本文件不要求公章及簽名原件，可為正本的彩色復(fù)印件。設(shè)計(jì)機(jī)構(gòu)需確保副本與正本內(nèi)容完全一致，如出現(xiàn)不一致時(shí)，以正本為準(zhǔn)。

A4規(guī)格(210mmx297mm)，豎版(除概念提案外)，需列目錄，自行編制封面、封底及扉頁(yè)。正本需按照上述要求蓋章，每頁(yè)加蓋公章或加蓋騎縫章(聯(lián)合體由牽頭單位蓋章)。封面需標(biāo)注“廣州新中軸海珠段整體策劃及綜合設(shè)計(jì)競(jìng)賽資格預(yù)審報(bào)名文件”及應(yīng)征團(tuán)隊(duì)名稱，頁(yè)數(shù)不限，雙面彩色打印，簡(jiǎn)裝，推薦膠裝，軟皮封面。
A4 (210mm × 297mm), vertical orientation (except the Concept proposal), bound (soft-cover recommended) and double-sided color printing. Cover should labeled “Pre-Qualification Documents for Competition on the Strategic Planning and Conceptual Design of Guangzhou New Central Axis Haizhu Section” and team name. Table of contents and title pages are also required.

Digital Submission
電子文件以 U 盤形式遞交，一式一份。參賽單位需確保電子文件與書面文件內(nèi)容完全一致，如出現(xiàn)不一致時(shí)，以書面文件為準(zhǔn)。
The digital copies shall be produced and submitted in one USB flash drive form, and match hardcopy exactly; hardcopy prevails if discrepancies exist.

提供可編輯 doc 格式文件及 PDF 格式2個(gè)文件，PDF文件為正本蓋章掃描件。
Editable .doc file and PDF (scanned stamped original) are required.
6.4 封裝要求
Packaging Requirements
資格預(yù)審報(bào)名文件（含書面文件和電子文件）分別獨(dú)立包裝后，封裝在一個(gè)大包裝盒中。避免多層過(guò)度包裝。
Pre-qualification documents (contains the hardcopy and USB flash drive) must be separately packaged and placed in a single outer box.
最外包裝需密封，最外層密封袋或密封盒上需標(biāo)注“廣州新中軸海珠段整體策劃及綜合設(shè)計(jì)競(jìng)賽資格預(yù)審報(bào)名文件”及“參賽團(tuán)隊(duì)名稱”.

方案評(píng)審成果要求具體信息詳見(jiàn)后續(xù)《設(shè)計(jì)任務(wù)書》。方案評(píng)審階段，入圍設(shè)計(jì)機(jī)構(gòu)需派領(lǐng)銜設(shè)計(jì)人員及主要團(tuán)隊(duì)成員參加承辦單位組織的公眾參與（如有）、終期匯報(bào)等。具體的組織形式將另行通知。
Specific deliverables and guidelines for the design proposals are outlined in the subsequent Work Task Book. During the Design Proposal Evaluation phase, shortlisted entities must assign their Lead Designer and core team members to participate in public engagement sessions (if applicable) and the final presentation organized by the Organizer. The format and logistics of these sessions will be notified separately.
方案評(píng)審成果需按要求在2025年7月22日17：00（北京時(shí)間）前遞交到指定地點(diǎn)，如相關(guān)文件未在截止時(shí)間前到達(dá)指定地點(diǎn)，將不予接收。遞交地址以方案評(píng)審階段正式通知為準(zhǔn)。

七 保密條款
Confidentiality Clause
公開發(fā)布信息后，直到競(jìng)賽工作完成為止，凡屬于對(duì)招標(biāo)文件的審查澄清、評(píng)價(jià)和比較的有關(guān)資料以及中選候選人的推薦情況、與評(píng)審有關(guān)的其他任何情況均應(yīng)嚴(yán)格保密:任何有關(guān)的信息和資料均不得向應(yīng)征機(jī)構(gòu)或上述工作無(wú)關(guān)的人員泄露。
From the date of public information release until the completion of the Competition, all materials related to the review, clarification, evaluation, and comparison of the bidding documents, including the recommendation status of shortlisted candidates and any other evaluation-related information, shall be strictly confidential. No related information or materials shall be disclosed to participating institutions or personnel unrelated to the aforementioned work.
評(píng)審委員會(huì)及相關(guān)單位在收到應(yīng)征機(jī)構(gòu)遞交的成果文件后，應(yīng)做好相應(yīng)的保密工作。評(píng)審活動(dòng)結(jié)束前任何人員或機(jī)構(gòu)未經(jīng)主辦單位或政府有關(guān)部門許可,都不得以任何方式披露、公開或展示成果文件,否則將追究其相關(guān)法律責(zé)任。
The Evaluation Committee and relevant entities shall maintain strict confidentiality upon receiving the deliverables submitted by participating entities. Prior to the conclusion of the evaluation activities, no individual or organization shall disclose, publish, or exhibit the deliverables without explicit authorization from the Host or relevant government authorities. Any violation of this provision shall result in legal liability
八 適用的法律
Applicable Law
廣州新中軸海珠片區(qū)整體策劃及綜合設(shè)計(jì)競(jìng)賽活動(dòng)，包括該競(jìng)賽活動(dòng)本身及競(jìng)賽活動(dòng)的相關(guān)文件僅適用于中華人民共和國(guó)的相關(guān)法律。
The Competition including the Competition itself and all related documents, shall be governed by and construed in accordance with the laws of the People's Republic of China.
九 知識(shí)產(chǎn)權(quán)
Intellectual Property
由承辦單位提供的資料、軟件和其他物品，其所有權(quán)(包括版權(quán))等合法權(quán)益歸承辦單位所有。未經(jīng)承辦單位書面同意，應(yīng)征機(jī)構(gòu)不得擅自使用或交由任何第三方使用前述資料、軟件和其他物品，否則，應(yīng)征機(jī)構(gòu)應(yīng)承擔(dān)由此產(chǎn)生的所有責(zé)任并賠償承辦單位因此遭受的所有損失。
All materials, software, and items provided by the Organizer, including their ownership (including copyright) and other legal rights, shall remain vested in the Organizer. No Participating entities may use or transfer such materials, software, or items to any third party without the Organizer's prior written consent. Any violation shall render the Participating Institution liable for all consequences and obligated to compensate the Organizer for all losses incurred
應(yīng)征機(jī)構(gòu)保證遞交給承辦單位的策劃設(shè)計(jì)圖紙、相關(guān)文件、資料、方案等項(xiàng)目成果以及實(shí)現(xiàn)該成果所使用的必要方法不侵犯承辦單位和任何第三方的合法權(quán)益(包括但不限于專利權(quán)、商標(biāo)、著作權(quán)、廠商標(biāo)識(shí)、服務(wù)標(biāo)記、商業(yè)秘密、公民的肖像權(quán)等)，否則，應(yīng)征機(jī)構(gòu)應(yīng)承擔(dān)由此產(chǎn)生的所有責(zé)任并賠償承辦單位因此遭受的所有損失。
The Participating entities warrants that all submitted deliverables (including planning documents, design drawings, technical solutions, and methodologies) shall not infringe upon the lawful rights of the Organizer or any third party, including but not limited to patents, trademarks, copyrights, trade symbols, service marks, trade secrets, portrait rights of individuals. Failure to comply shall result in the Participating Institution assuming full liability and compensating the Organizer for all related losses.
主辦及承辦單位享有應(yīng)征機(jī)構(gòu)參加本方案競(jìng)賽活動(dòng)的設(shè)計(jì)成果的版權(quán)，未經(jīng)主辦及承辦單位同意，應(yīng)征機(jī)構(gòu)不得將獲獎(jiǎng)方案用于其他項(xiàng)目。
The Host and Organizer retains exclusive copyright to all design outputs generated through this competition. No Participating Institution may utilize awarded designs for other projects without express written authorization of the Host and Organizer.
主辦及承辦單位有權(quán)無(wú)償使用所有設(shè)計(jì)成果，包括在評(píng)審結(jié)束后公布評(píng)審成果，并通過(guò)傳媒、專業(yè)雜志、專業(yè)書刊或其他形式介紹、展示及評(píng)價(jià)設(shè)計(jì)成果。若后續(xù)主辦及承辦單位需使用中選單位提交的建筑概念設(shè)計(jì)方案中的設(shè)計(jì)元素的雙方另行協(xié)商。
The Host and Organizer reserves the non-exclusive, royalty-free license to publish and exhibit evaluation results post-review, promote designs through media, professional publications, or public displays. For subsequent use of specific design elements from selected architectural concepts, both parties shall negotiate separately.
十 爭(zhēng)議解決
Dispute Resolution
本方案競(jìng)賽相關(guān)文件、合同履行中若發(fā)生爭(zhēng)議，雙方應(yīng)友好協(xié)商解決;協(xié)商不成時(shí)，依法向廣州市海珠區(qū)人民法院起訴。
Any disputes arising from the competition-related documents or contract performance shall be resolved through amicable negotiations between both parties. Should the negotiations fail, either party shall file a lawsuit with the Haizhu District People's Court in Guangzhou in accordance with the law.
十一 不正當(dāng)競(jìng)爭(zhēng)與紀(jì)律監(jiān)督
Anti-Unfair Competition and Disciplinary Supervision
嚴(yán)禁方案設(shè)計(jì)機(jī)構(gòu)向參與方案評(píng)審的有關(guān)人員行賄,使其泄露一切與方案評(píng)審工作相關(guān)的信息。
Participating entities are strictly prohibited from bribing any personnel involved in proposal evaluation to disclose confidential information related to the evaluation process.
方案設(shè)計(jì)機(jī)構(gòu)在方案競(jìng)賽過(guò)程中嚴(yán)禁互相串通、結(jié)盟，損害方案競(jìng)賽的公正性，或以任何方式影響其他方案設(shè)計(jì)機(jī)構(gòu)參與正當(dāng)方案競(jìng)賽。
Participating entities shall not collude, form alliances, compromise the fairness of the Competition, or improperly influence other participating entities through any means
如發(fā)現(xiàn)方案設(shè)計(jì)機(jī)構(gòu)有上述不正當(dāng)競(jìng)爭(zhēng)行為，取消其方案投標(biāo)資格或中選資格，并追究相應(yīng)的法律責(zé)任。
Any violation of the above provisions shall result in the disqualification from bidding, the revocation of any awarded status, and an investigation into legal liabilities under applicable laws.
十二 計(jì)量單位
Units of Measurement
除國(guó)家相關(guān)標(biāo)準(zhǔn)及招標(biāo)文件中的技術(shù)要求另有規(guī)定外，方案成果文件使用的度量單位，均采用中華人民共和國(guó)法定計(jì)量單位。
Unless otherwise specified by national standards or technical requirements in the bidding documents, all deliverables shall use the statutory units of measurement of the People's Republic of China.
十三 其他
Miscellaneous Provisions
承辦單位不退還所有方案競(jìng)賽成果文件(無(wú)效方案評(píng)審成果除外)。應(yīng)征機(jī)構(gòu)不得向評(píng)審委員會(huì)成員或其他有關(guān)人員索問(wèn)評(píng)審過(guò)程的情況和材料。
The Organizer shall retain all competition deliverables (except invalid submissions identified during evaluation). Participating institutions shall not request details or materials related to the evaluation process from any member of Evaluation Committee or other personnel.
本次方案競(jìng)賽日程安排時(shí)間均以北京時(shí)間為準(zhǔn)，承辦單位保留更改活動(dòng)日程安排的權(quán)力。如有改動(dòng)，將會(huì)通知應(yīng)征機(jī)構(gòu)。
All timelines in the Competition are based on Beijing Time. The Organizer reserves the right to modify the schedule and will notify participating entities of any changes through official channels.
應(yīng)征機(jī)構(gòu)參加資格預(yù)審概念提案匯報(bào)、公眾參與活動(dòng)（如有）和終期匯報(bào)會(huì)時(shí)需自帶翻譯。
Participating entities shall provide their own interpreters for the prequalification conceptual proposal presentation, public engagement(if capable), and final presentations.
招標(biāo)文件、招標(biāo)文件澄清(答疑)紀(jì)要、招標(biāo)文件修改(補(bǔ)充)函件內(nèi)容均以書面明確的內(nèi)容為準(zhǔn)。當(dāng)招標(biāo)文件、澄清(答疑)紀(jì)要修改(補(bǔ)充)函件內(nèi)容不一致時(shí)，以最后發(fā)出的為準(zhǔn)。
The bidding documents, clarifications, and amendments shall be governed by the latest written version issued by the Organizer. In case of discrepancies, the latest issued document shall prevail
主辦單位對(duì)本次競(jìng)賽招標(biāo)規(guī)則擁有最終解釋權(quán)，解釋語(yǔ)言以中文為準(zhǔn)。
The Host holds exclusive authority to interpret competition rules. All interpretations shall be made in Chinese, and the Chinese version shall prevail in case of linguistic discrepancies.
